A business website should attract new customers. 

The most important reason to have a website is: to attract
new customers. To achieve that, you must score high on
the Google search-results page.

Before I started building websites, I was a painting
contractor (late eighties), after that I sold men's clothing
online. I know what it means to run a small business.

As a painting contractor I was frequently asked if I was in the Yellow pages.
How things have changed... those yellow books just keep shrinking.
These days your customer wants to see your website.

Being local is advantageous. I know  the local economy, and having been a contractor myself is of course a plus.
